Decisions can be adopted by consensus or by voting arrangements. Consensus calls for agreement from all Parties. Voting calls for an agreement from many Parties depending on the definition of the voting rules. Rule 42 talks about the voting procedures. As yet there is no agreement on this article and it is not being applied. Rule 22 has also been controversial since there was disagreement about how the regions should be equitably represented in the Bureau. However, the latter rule is being applied.
