

At SBI 17, governments considered the issue and adopted draft conclusions. In these conclusions, the SBI notes the need to further implement Decisions 2/CP.7 (capacity building in developing countries) and 3/CP.7 (capacity building in economies in transition). It reaffirmed that capacity-building activities should build on work already undertaken by developing countries, such as assessments and workshops.
It further invited Parties to submit their views on: the progress report prepared by the secretariat on the status of capacity building activities; detailed elements, methodologies and guidelines for the comprehensive review of the implementation of the capacity-building framework for developing countries; actions taken by developing country Parties and Parties with economies in transition themselves to identify their specific needs, options and priorities for capacity-building, as well as action taken by Annex II Parties themselves; and on elements for a review of the implementation of the capacity-building framework for countries with economies in transition (Decision 3/CP.7).
In addition, it also invited the Global Environment Facility and relevant international organizations to provide information on progress in the implementation of capacity-building projects and programs responding to the framework contained in COP-7 decisions on capacity building in developing countries, for consideration at SBI 18. This information will be compiled by the Secretariat and made available for consideration at SBI 18.
